Say you have a picture with only 3 colors or values in it. How would you take those colors and put them on individual layers without useing the magic wand tool?

Just need to open a gif animation and have it as layers, rather than just one of the layers. How can i do this?
I want to make an animation with Adobe ImageReady CS. I want to open multiple pictures and merge them to one project, with each picture as a layer. In ImageReady you create an animation by using different layers from a Photoshop project. I have Adobe Photoshop CS. How would I do this?
