Laws On Bull Terriers?

I’m not a dog owner, but I live in a residential area where alot of children play. Can anyone tell me are Bull Terrier breeds allowed to roam around with no Leader or muzzle? They are pretty excitable dogs and do not return to the owner when called, I myself have been terrified as one ran down after me ignoring it’s owner who just stood shouting out it’s name.
I’m a really big animal lover and I would hate to see anything bad happen to the dog because I said something, but I would feel terrible if anything happened to someone because I didn’t!
The dog hasn’t as far as I know hurt anyone. I just hate seeing it running around freely where children play.
The owner’s also tease the dog when Cats are around, and the garden has no gate, just a wheelie bin where the gate should be. There is a huge field right up the street where the dogs in the street are walked.

    NO DOG should be allowed to roam without a lead or leash, and NO dog regardless of breed should be left to run unconfined.v
    Bull Terriers are no different from any other high energy dog, if a dog doesn’t come back when their owners call them, the dog is severely under trained or has no training at all. Just like any other dog Bull Terriers chase cats, and because of they are terriers, they are more prone to chase cats, terriers have a high prey drive.

  2. We can’t advise on laws as such unless you say where you are.
    Wherever you are though, no dog should be allowed to roam free. These people clearly care for no-one, including their own dogs who could easily be run over by cars or anything else, quite apart from any cats that may be killed or people who may be bitten.
    Call your country’s animal control organisation/the police’s non-emergency number and report it.
